The ALICE webbing with hanging attachments is usually seen with a 2-quart water bottle and engineer's shovel hanging on the side, the middle webbing is used less often.
The back brace and backpack can be separated, and the back brace can be used to carry other items such as the radio. The waist seal on the back brace is removable, probably to facilitate replacement, and the straps can be put on when the backpack is used alone.
